DHS appoints candidates with fake certificates, overrules its committee report

ITANAGAR, Oct 22: The Director Health Services has allegedly overruled its own constituted Fact Finding Committee report after the controversail examination for Multi Tasking Skilled (MTS) and Multi Purpose Workers(MPW) posts for Kra Daadi district under the District Medical Office by issuing appointment orders to candidates even before report reaches its table. The written examination for the posts of 44 MTS and 12 MPW was conducted on 21th August and viva-voice was conducted on 28th August.

This was claimed by All Kra Daadi District Students Union (AKDDSU) in a press conference held at Press Club here on Saturday. Armed with compendium of documents, AKDDSU President Gora Rikam informed the media persons that the documents of 11 candidates, out of 56 candidates were found 'irregular' by Fact Finding Committee headed by Dr. Higio Tama.

The Director Health Services had constituted a Fact Finding Committee (FFC), with Dr. Higio Tama as Chairman, Dr. D Bagra and Dr. Pekba Ringu as members to unearth the truths on examination of MTS and MPW of Kra Daadi and Upper Siang district.

It is said one applicant Kipa Rakesh who secured 3rd position in written examination filed a complaint with the Director Health Services (DHS) alleging irregularities during the viva-voice interview.

The committee had submitted its two paged report on 14th October 2016 to DHS concluding that out of 56 candidates, documents of 11 candidates were found irregular. Five candidates were found to have forged while certificates of two candidates could not be verified due to non-acceptance of their roll numbers in website.

The committee further stated in its report that one candidate who never attended any school was allowed to sit in the examination. The report also concluded that there was no evidence of bribery as alleged by Block President NCP.

Holding the Deputy Commissioner who is Chairman of the board in the district and District Medical Officer (DMO) responsible for alleged irregularities in the recruitment process, AKDDSU demanded for immediate suspension and removal of current DC Habung Donyi and DMO, Dr. E. Basar.

"How come they allow applicants with forged and fake certificate even though there was a scrutiny board", said AKDDSU President Gora Rikam while alleging the board of deliberately letting the irregularities happen.

"We have been demanding the state government to post an IAS officer as DC in Kra Daadi but successive government have not heeded to our demands. It seems Kra Daadi district was created just to allow rampant corruption" Rikam added while expressing shock at the current episode.

Meanwhile, DMO Dr. E. Basar clarified that he did not issue the appointment orders. It was issued by DHS office, he said. The DMO further added that a scrutiny committee was constituted in the district to verify the documents of applicants where a single certificate was found fake and forged.

The AKDDSU further claimed that the appointment order of all 56 posts were issued including 11 applicants whose documents were clearly proved fake on the same day fact finding report was submitted by Chairman Dr. Higio Tama.

Questioning the integrity of Director, Health Service Dr. Moji Jini, the district Students ' Union sought action against DHS and those applicants who produced fake documents.

Reacting on the fiasco, Fact Finding Committee Chairman Dr. Higio Tama informed that based on the order issued by DHS, he and his team went to Yingkoing and Palin to verify the facts.

"We had compiled the reports on 13th October 2016 and submitted it to DHS on 14th October last" he informed.

To my utter surprise, even before my report reached DHS office, the appointment order were issued to 56 posts including 11 candidate whose documents were doubtful and fake" he said.

What was the use of constituting the committee by DHS, if its reports were not to be considered, he said.

He alleged that he was being made as scapegoat as many angry applicants and relatives whose documents were established as fake and doubtful gheraoed his residence on 15th October 2016 morning threatening him of dire consequences.

Dr. Tama has filed complaint with Police Station Naharlagun for threatening him and tress-passing.

He blames the department for the fiasco.

Deputy Commissioner Kra Daadi Habung Donyi and Director Health Services Dr. Moji Jini could not be reached by this daily for their reaction on allegation.

Mein interacts with army personnel at Bumla

TAWANG, Oct 22: Deputy Chief Minister, Chowna Mein visited Bumla Pass, the border point between India and China located at an altitude of 15,200 feet along the Line of Actual Control here on Saturday.

While interacting with the army personnel, Mein lauded their bravery and selfless service towards the nation.

Col Rajesh of 14 Punjab Regimen appraised about the peaceful co-existence between the armies of two countries along the border area. He informed that it is one of the officially agreed Border Personnel Meeting (BPM) point between the Military Commanders of Indian Armies and the People's Liberation Army of China for regular consultations and interactions between the two armies. The 'Maitry Sthal' (friendship point) with halls constructed on Indian side at Bumla is the venue of the Indian BPM which are held on 26 January, 30 May and 15 August by Indian Army and the Chinese BPM on 1 & 30 October by China every year.

The DCM was accompanied by MLAs Olom Panyang, Tsering Tashi, Laisam Simai, Dr. Mohesh Chai and Kaling Moyong and Superintend Engineer, PWD, Ambuj Atreya.

State Police goes hi-tech, launches CCTNS Go Live

ITANAGAR, Oct 22: In a major boost to the state Police, the police Department on Saturday launched Crime and Criminal Tracking Network and System (CCTNS) Go Live, in a small but impressive program held at Police Head Quarter (PHQ) here. The CCTNS Go Live was launched by Home Minister Kumar Waii along with Parliamentary Secretary (Home) Pani Taram in presence of Director General of Police S. Nithiayanandam, IGP Law and Order N. Payeng, DIGP Taba Tusar, IGP(A) Nuzhat Hassan and many other top ranking police officers.

CCTNS is a mission mode project under National -e-Governance Plan of Government of India. It aims to create a comprehensive and integrated system for enhancing efficiency and effectiveness of policing through e Governance. It was conceptualized in 2008 and later the Cabinet Committee on Economic Affairs (CCEA) had approved the project in June, 9th, 2009. Under this project, 14000 police stations across the country are proposed to be automated besides 6000 higher offices in police hierarchy.

The MoU was signed between Government of Arunachal Pradesh and Ministry of Home Affairs and state project management consultant was selected. In 2012, the service level agreement was signed with BSNL.

Inaugurating the CCTNS 'Go Live" Home Minister Kumar Waii said that he would put all efforts to revamp the Police Department. However, he sought cooperation from the officers to achieve his dream.

Home Minister informed that he had sought funds from the centre for modernisation of police department in his recent meeting with Union Home Minister Rajnath Singh in New Delhi. Waii further informed that expert teams will be called for installation of city surveillance system including video conference to make the city (Itanagar) crime free. Waii also sought help from media to sensitize the people on crimes and criminals.

Parliamentary Secretary (Home) Pani Taram in his address said that with launching of CCTNS, the functioning of state police would be effective, efficient and transparent. Parliamentary Secretary further said that the project is a major boost to the department to access information on background of criminals all over the country. He also stated that new project would extend great help to police personnel in maintaining the crime records as it is still manually done in the police stations across the state.

"Now, criminals cannot escape from police, as all records would be available in every police station in India" said Taram.

Dwelling on the advantages of the project, DGP S. Nithiayanandam stated that through this project, there would be improvement in policing and the criminals would be easily tracked. DGP also informed that the project would boost security services to easily identify arms license, driving license and other important documents of the person.

Through CCTNS, data and records would be digitized and will be uploaded on clouds through particular server encrypted by firewall.

Nodal Officer Jasmeet Singh informed that if any criminal who have crime records in different places, his criminal record would be integrated for easy tracking. He further informed that under CCTNS project, Core Application Software (CAS) is installed in 168 locations across the state, such as 72 police stations, 3 Anti-Human Trafficking Units, 93 in other higher offices directly from data center. It has salient features of single and easy data entry, web based zero foot print application, inbuilt security for safe and confidential application, Singh added.

Saaya promises to rejuvenate transport dept

ITANAGAR, Oct 22: Parliamentary Secretary Transport, Supply and Transport Likha Saaya said that he would leave no stone unturned in his effort to rejuvenate and revamp the department.

"I will leave no stone unturned in my efforts to rejuvenate the department," asserted Saaya while chairing the coordination meeting of the APSTS at Hotel Donyi Polo Ashok on Friday.

It was the first coordination meeting for Parliamentary Secretary after he took charge of the department, which was attended by officers from the districts as well as Headquarters including General Manager, Abu Tayeng.

Saaya took a comprehensive review and spelt out his vision for the department. While appreciating the GM and his team on the recent E-governance initiative, he stressed the need for renewed dedication to the task of revenue earning. Development of APSTS lands into state of the art revenue earning through PPP mode was the mantra.

Earlier, Tayeng gave a comprehensive picture of the department through a PowerPoint presentation. It is worth mentioning that in a major step to facilitate better services to the public, the APSTS recently introduced new look Buses and Sumos in the state which were flagged off by the CM in addition to launching of e-Ticketing.

Raid de Himalaya 2016

Itanagar, Oct 22: I suddenly wake up with a jolt and breathless and can hardly move or rather don't want to get out of my heavy quilt which is now giving out odour as I am cramped in a small 16ft by 12 feet tin shack with 8 of my team mates and other fellow competitors from Polaris. There is not a single window in the shack as the owner, a strong stout Ladhaki lady cautioned us against the temperature at night. I reach out to my phone and struggle to switch it on. The time reads 0330 hrs and my weather app shows -15 degrees. It's that early and that freezing. I want to answer nature's call but don't have the courage to go out on this freezing night. I struggle for a while unable to withhold the call then gather all courage and strength and crawl out I in the process trample upon a friend tucked inside the quilt and get a few expletives in Hindi in return. Although it's so freezing cold and my mind is in a haze I am nonetheless awestruck by the sheer beauty of the night. The Sarchu valley at 13000+ feet Msl in the borderline of J&K and Himachal Pradesh where we are camped with its deserted landscape and nearly half the moon shinning in the sky is glowing in all its splendour.

I gather courage and sit outside for a while pondering what am I doing here. The rally has been called off that night due to the death of a fellow competitor Subhamoy Paul of Kolkata and my heart goes out to him and his family and feel sad and wonder how it must be like in that home right now. Is it worth the risk of life in this event that is considered the toughest and most dangerous in India and amongst the top ten toughest in the world? What is it that makes us come back year after year in spite of having said many a times that never again am I coming back for this madness.

BUT WE RETURN because after the Raid is long past six months the passion ignites again inside us.

Kida Kaath be Laag jataa hain doobara is what friends say and here we are again in the middle of nowhere at 13000 ft msl, -15 degrees, 8 persons cramped in a tin shack.

For me the Raid de Himalaya has always been a pilgrimage, being Buddhist by religion.

Lahaul Spiti region of Himachal and Ladakh region of J& K is mainly Buddhist belt with 1000 year old monasteries and prayer flags fluttering and dotting the beautiful desolate landscape. I feel a sense of belonging here although I am from the Eastern Himalayan state of Arunachal Pradesh the culture somewhat is very similar to my part of the world.

Clocking back to 9th October 2016, the start of the first competitive stage of Day 1 Leg 1 Gramphoo-Losar, it's a 77 kms pure dirt stage. As we are about to start, I grip my sweaty hands on to the steering wheel of The Polaris RZR Xp4, a 1000 cc machine belting out 110 bhp and take comfort in the fact that I have the backing of the best ATV manufacturing company POALRIS in the World. With confidence oozing, I hear only my navigator's breath over the Rally intercom, then 30 seconds to go, 10 seconds to go, then 5...4...3...2...1 it's full pedal to metal and roar of the Machine is the only sound I can hear and my vision is just down to the narrow strip of dirt road and the Mighty Mountains in the background is just a blur. My co-driver's instruction in strong Tamil accent is the only other source of sound besides the roar of the engine. Kilometers after kilometers of dirt road is chewed upon by the Special dirt tyres in my machine. With confidence, we tackle the bumps and stones with ease as the suspension system of the POLARIS boasts as being one of the best in the world. After many straights and having a close shave with a cameraman who rolled down the road as we drifted towards him when we took a fast easy right handed corner, we climbed the Kunzum pass at 14000 ft. After doing the religious Parikrama around the Chorten and a Kali temple at Kunzam La in our ATV we hurtle down the pass onto Spiti valley. That's why we realised that our machine was behaving strangely. We slowed down our pace downhill a little to control the machine. Small broken part fault that we discovered later was the reason for the machine sliding around out of control. But we finished the competitive stage ahead of Suresh Rana who started 2 mins behind us as per the norms.

The notice board in the evening read the results as leading T3 category and overall 56 seconds over Suresh Rana the Nine times Raid winner and a local legend of Himachal.

Little disappointed at the slender margin of lead which in my capacity should have read at least 6 mins, but there was still 5 more days and 1750 kms to go.

Day 2 Leg 2 saw us run in and around Kaza town. The day was spent competing around the mountains of Lingti and Komic monastery at 15000ft msl which as per record is the highest inhabited village in the world. This stage previously named as the road to hell is a road straight out on a Horror movie one can say. Vertical or Negative drop of more than 4000 ft on the right gave me the vertigo even in a transport stage where we are not in a competitive mode. A thought that always cross my mind whenever I come to this stage is…hope I dont have a memorial erected here in my name. The Komic, Lingti stages of 70 kms with its sheer drop and smooth Tarmac downhill made us lose time as the topography suited the other machines like Vitaras and Gypsy. By evening Suresh Rana had made up 7 mins on us.

Not to be disheartened as there was still 4 days 1600 kms to go with the Tarmac stage of leg 2 being cancelled, we were confident that we could neutralise the leader's time of 7 mins lead.

The leg 3 stage was the reverse of Gramphoo - Losar and this time we were second on the stage. 47 kms in the stage we caught up with the leader's car and we beamed with confidence as we knew we had made up 2 mins on him and it was matter of another 30 kms where we could make up another 4 mins atleast and neutralise his lead. But the dust of Rana's car didn't allow us to pass him. Constant honking of the horn was unheeded too. For the next 18 kms, it was sheer hopelessness as we could not pass him due to the dust. But one can't blame the other person in front because the car windows are closed, helmets, roar of the exhaust of a rally car which makes it hard to realise that someone has caught up with you and that you should give way. This issue of not giving pass to a faster car has even till date been ' a grey area' for the organisers to decide upon. Blinded by the dust of the leading car 12 km before the stage finished, our car drifted and hit a sharp stone on the edge which punctured the right rear tyre. Deciding not to waste time we drove on three tyres to the end of the stage and ended up losing 8 minutes to the leader again.

Confronting Suresh Rana at the service after finishing the stage for not giving me pass for 18 kms, his sheepishly said ' I didn't see you behind'. Later that evening video evidence erupted on social media of the chase that happened.

None the less we headed of to our best destination Sarchu in Jammu and Kashmir, 155 kms away that brings us back to the morning 0330 hrs and my sadness at the loss of a fellow competitor.

That very evening - 11th October 2016, the extreme Raid de Himalaya was called off and we had to settle for the results of the three days out of the six we ran. That put us on the leader board and the winner of T3 extreme category.

And looking at the eventful three days, when we raided the Himalayas, I realised that there is no retake in life and one must respect the might of the nature. (The contributor is two time winner of Raid de Himalaya.)

Students body tells NSCN(IM) to stop tax collection

Itanagar, Oct 22: In a move to prevent the illegitimate tax collection by NSCN (IM) from education departments of Arunachal Pradesh, the state Naga Student's Federation has urged the extremist group to stop taxation, stating that it was creating a hurdle in the educational development in many of the districts.

The Arunachal Naga Student's Federation during it's meeting with the NSCN (IM) has also stated that the collection of taxes by NSCN (IM) in three economically and socially backward districts of the state -- Tirap, Changlang and Longding -- have led to several financial problems in the operations of the colleges and schools.

"This appeal is necessitated due to problems faced by teaching staffs, department officers and authority of schools and college institutions running in three districts of Tirap, Changlang and Longding.

Not only that, the lives of the upcoming youths is ruining due to lack of education and weaknesses in the area," said an statement issued by the ANSF.

According to the body, Tirap, Changlang and Longding were economically insufficient districts where poor parents cannot afford to send their wards/ children for well cared schools.

The three districts are economically- and socially-deprived inspite of being rich in natural resources. They are also considered to have several camps of extremist groups such as National Socialist Council of Nagaland - Khaplang and United Liberation Front of Assam.

"If the taxation continues, the teachers would definitely be uneasy in their mind due to which the attention and concentration of teachers will lack. Students are the factories of human quality. It matters what type of person it produces," said the statement.

Arunachal gets third place at Dr. T Ao Football Championship

ITANAGAR, Oct 22: Arunachal defeated Assam to win the bronze medal on Saturday in the ongoing 7th Dr. T Ao Memorial North East Football Championship at Rajiv Gandhi Stadium, Naharlagun.

Playing an aggressive game, Liki Lirin scored the first goal for Team Aruna-chal at 24th minute of the match. However, the joy of Arunachal team could not last long as Pranab Das of Assam team brought parity in the score in the 37th minutes.

Soon, R D Karma of Arunachal scored two successive goals at 45+1 and 50th minute.

Assam's Amir Rabha netted a goal through penalty at 73th minute.

Just before the end of the game, Toko Poliam of Arunachal scored a goal at 90th minute taking the score 4-2.

Techi Takar of Arunachal team was declared the Man of the match.

Manipur will play Sikkim for the championship trophy on Sunday.

Mega Star wins Taba Mark Football tournament

ITANAGAR, Oct 22: The Late Taba Mark Memorial Football tournament which was held from Oct 10 at Balijan was won by Mega Star FC, Holongi defeating Manipuri FC, Itanagar in the final match of the tournament. Both the teams showed best sporting skills and won heart of the audiences, informed a release.

ZPM, VIth Taraso, Nabum Eka, ADC, Balijan were among the huge number of people that turned up the final match.

The highest scorer of the tournament was Huidrom Priyo of Manipuri FC, Itanagar while Figo Daimary of Megastar, Holongi was declared the best player. Tadu Azha of Ancient GC was declared the Best Goal Keeper.

SFS FC, Jummi Combats FC Bene enter last 4

AALO, Oct 22: Nyajum Ete struck the lone goal of the game as SFS FC made it to the semi-final of the first Binga Ete Memorial Football Tournament, 2016.

Playing in front of a enthusiastic crowd at Aalo general ground, SFS FC and Ngomdir PH FC started the match cautiously.

Neither of the two teams tried to breach the rival defence or even create a worthy chance in the first few minutes of the match.

The 1-0 win was possible through an excellent shot from Ete.

SFS FC will now meet Jummi Combats FC Bene, who earlier beat Gotu TK Darka by 1-0 goals margin, in the first semi-final of the tournament.

The lone goal of the match for last year's DSA champion was scored by Toni Ragyor.

On Sunday, Memo United FC will play Kabu SC in the first match while MAE FC will take on Sora Bros FC in the second match.

APWWS seeks financial support for SP

ITANAGAR, Oct 22: Arunachal Pradesh Women's Welfare Society (APWWS) has called on the state government to extend financial support to the Namsai Superintendent of Police, CK Mein who is reportedly battling for life in the Intensive Coronary Care Unit of Apollo Hospital Chennai, Tamil Nadu after being operated by cardiothoracic surgeons on Wednesday.

S P Namsai sustained injury when an unruly mob attacked the police team while they were conducting a raid on drug peddlers at Silatoo Village in Mahadevpur, Namsai on Sept 10, 2016. Two other police personnel were also injured in the attack by the villagers.

Expressing its solidarity with the police department, APWWS called on the govt to extend all possible financial help for better treatment of the police officer. Women's group have been active in the Namsai district in their fight against drug trafficking.

WASE detects illegal sale of IMFL

PASIGHAT, Oct 22: While continuing their crusade against drugs and IMFL menace in the district, the Women Against Social Evils (WASE) seized several bottles of IMFL from a vegetable vendor at GTC region while on their night patrolling on Wednesday night.

Team WASE informed that while on their random patrolling, they came across the illegal sale of IMFL and beer bottles from a roadside small vegetable vendor which shows the height of open selling of IMFL and its demand. The seized items were destroyed in the very presence of the vendor and the vendor was warned of not to repeat it.

"Earlier, more than 60 bottles of IMFL meant for selling were also seized by our team.

"The IMFL wholesalers are party to it. Without their support, small vegetable vendors, Pan Gumties and Grocery shops could not have sold IMFL illegally ", said Secretary, WASE Joya Tasung Moyong.

She appealed district administration and police to put a full check on the erring wholesalers and cancel the licenses of those who don't comply with the order.

ADYF observes foundation day

In the felicitation programme held with the foundation day celebration, Koj Tado and Leegang Ampi were felicitated respectively for clearing UPSC prelims and being successful in state civil service exam. More than 20 students from Universities, Colleges and Class XII were also felicitated.

Swachhta Run at Kalaktang

BOMDILA, Oct 22: Progressive Heritage Preservation Council (PHPC), an NGO in collaboration with the block administration under PHED & WS Bomdila division, West Kameng district on October 20 last organized a Swachhta Run at Kalaktang.

Flagging of the run, participated by students and indigenous people to deliver a social message on proper sanitation and adoption of behavioral change that leads to cleanliness, ADC Hage Lailang appealed the people to keep one's surroundings clean and maintain proper cleanliness and hygiene.

PHPC members on the occasion aggressively campaigned for adoption of proper sanitation by constructing sanitary toilets under Swachh Bharat Mission (Gramin), Individual Household Latrines (IHHL) while resource person from Kalaktang hospital explained the advantages of proper sanitation and warned the impact of unhygienic sanitation.

Public leader Tsering Sonam motivated the locals to construct and use sanitary toilets.

All the HoDs, government officers and officials of the block participated in the day-long celebration.

Field day-cum-demonstration conducted

CHANGLANG, Oct 22: In all, 47 progressive farmers took part in a field day-cum-cluster frontline demonstration on black gram variety-IPU-94-1 organized by the KVK, Changlang at Vijoypur-3 village under Bordumsa circle on Saturday last.

During the programme, KVK coordinator, Dr. Narendra Kumar briefed about the advantages of the Black Gram variety IPU-94-1 and asked the farmers to cultivate the variety in large scale for better yield.

An interactive session between the farmers and Subject Matter Specialists was also held later in the day.
